The quick answer is yes, you can use the pool at the Luxor if you're staying at the Excalibur Hotel Las Vegas Nevada but not free of charge. Non-hotel guests have to hire a cabana if they want to use the pool at the Luxor Hotel in Vegas. The cost of a cabana starts at $100 and four wristbands are included in that price. Other cabana amenities include four lounges, a dining table with four chairs, a plasma TV, a refrigerator, a ceiling fan, floating rafts, a cabinet, bowl of fruit, bottles of water, fruit juice, buckets of ice and you can request a newspaper.
